A bungalow could be demolished to make way for apartments in Caldy.
Planning officers are recommending councillors give the three-storey scheme at 9 Caldy Road the go-ahead.
It is the third scheme of its type to be proposed on adjacent sites by developer Blueoak Estates in recent years.
Some local residents have objected, citing concerns with on-road parking, the scale of the building and the loss of a family home. A petition with 32 signatures has been lodged with the council.
The development would be made up of half a dozen two-bedroom flats and include 12 parking spaces and secure cycle storage.
The report to councillors states: “Taking all considerations together, the scheme represents a material increase in scale over the existing dormer bungalow, but the resulting scheme is not out of character with the wider area and does not result in a detrimental change in the spatial quality of the neighbourhood.”
It adds: “An intensification of development on the site through a net increase of five dwellings makes a positive although relatively modest contribution to the Council’s housing land supply and this is not a location
where the introduction of flatted development would have an adverse impact on character.”
A similar development on a plot next door – Hildeburgh House – was given the go-ahead in 2020, and is now largely occupied.
However, a proposal for an identical development on the other side, at number 11, was refused in 2021 due to its scale, height and siting, with the decision later backed by an independent planning inspector.
The application will be considered at a meeting on Thursday 15 December.
